Chief Meat and Food Inspector

As the Chief Meat and Food Inspector (CMFI) function as the most senior public health official and senior subject matter expert related to policy, regulation and programming regarding the meat and food inspection within the city. The CMFI leads the council function as it relates to the overall administration, coordination and implementation of city laws and regulations protecting public health ensuring that regulated and exempt establishments across the city produce a safe product for consumption by citizens.


Specific Responsibilities includes:


Unit Management

· Manage, on a day-to-day basis, all employees of the specialist section that carries out the duties and functions in connection with food safety and hygiene.

· Ensure the efficient and effective use of resources available to the section.

· Assist in the determination of objectives and operational policy for the section and in the setting of targets and monitoring the progress of work against the agreed targets to ensure targets are met.

· Advise all relevant employees in the section on all legislation affecting the work of the section.

· Ensure that officers carry out their duties in accordance and awareness of the appropriate policies and legislation.

· Identify the training needs of all employees in the section and so far as is practicable assist in the fulfillment of those needs.


Technical Oversight

· Plan, organize and supervise the work of the "meat and food hygiene section.

· Attend all statutory committee meeting of the council to advise on matters pertaining to the meat and food Hygiene section.

· Compile and submit monthly and yearly reports on the work done by the section.

· Coordinate food hygiene seminars and medical examination for food handlers of the city.

· Supervise the slaughtering of all animals and the inspection of all carcasses at the municipal abattoir.

· Inspect premises on application for registration including cold stores, eating houses, provision shops, bakeries, and all other premises food is either stored, prepared or offered for sale.

· Lead investigation related to food poisoning outbreaks and infectious disease notifications.

· Serve or cause notices to be served and prosecute offenders violating the ordinance and regulations that are in force.

· Check building plans submitted to council for food premises to ensure compliance public health requirements.


Communications and Capacity Building

· Lead health education and student training, including on food hygiene and other appropriate courses

· Train public health students and co-ordinate in-service training of junior staff.

· Lead regular interaction with the inspection team, public, business owners, state, and local officials daily.

· Formulate and execute food hygiene programmes for the citizens of georgetown

· Maintain in-depth technical knowledge within specialist areas to enable day to day line management of team and acting as a resource to team members, and others as required.


Other Tasks

The Assistant Chief Meat and Food Inspector (ACMFI) supports chief inspector in the administration, coordination and implementation of city laws and regulations protecting public health.


Specific Responsibilities included

· Supervised the senior and district meat and food inspectors in the routine and systematic inspection activities of food premises within the city

· Reviewed and checked building plans and layout of food premises submitted to the city engineer for developmental purposes.

· Served or cause notices to be served, and to prosecute before magistrate offenders violating the ordinances and regulations that are in force.

· Conducted the functions of ante-mortem and post-mortem examination of conventional food animals at the municipal. Abattoir.

· Conduct, interview and persuade owners and occupiers to remedy outstanding insanitary conditions found.

Under the supervision of the Senior Environmental Health Officer (Food Safety), to carry out appropriate duties in respect of the enforcement of relevant legislation, regulations, codes of practice, and in accordance with Council policies and practices, at commercial premises, land and other premises in the city, so as to provide an efficient and effective service.


Specific Responsibilities includes:

· Monitor and ensure compliance in respect of food safety, health and safety and relevant statutes in accordance with relevant legislation, regulations & codes of practice, and within written procedures

· Undertake programmed and routine inspections of commercial premises (including ships vessels when necessary),

· Undertake programmed and routine inspections of premises subject to licence or other relevant activities.

· investigate and carry out follow up procedures in respect of complaints made concerning any aspect of the work of the section, including food safety, waste, statutory nuisances, water, health and safety or other relevant statute.

· Assist department head and other senior staffers in the promotion of health education and student training, including food hygiene and other appropriate courses.

· Carry out monitoring and sampling, as and when required, in respect of food, water or other matters as appropriate.

· Maintain proper field records in accordance policies & procedures

· Undertake surveys as and when required, in respect of food safety or other relevant matters.

· Co-operate with managers/ supervisors in complying with statutory health and safety duties; to report incidents, accidents, faults etc.

· Prepare case material and submit reports when necessary to the Head of Section on Standards for legal proceedings to be initiated.

· Attend Court of Law or an Industrial Tribunal to give evidence.

Specific Responsibilities includes:

· Inspect lots within a given area at least once per month and record insanitary condition therein.

· Inspect all dwelling houses in his/her district at least once every six (6) months in order to determine the fitness for human habitation or it extent to which the structural condition would affect the health of the occupiers, and to take appropriate action to remedy.

· Inspect all school, cinemas, common lodging houses, barber shops, factories or other public places at least once per month and report on their sanitary conditions, and to take necessary redial action as required

· Ascertain whether all sewerage, refuse or other waste in his/her district is dispose of appropriately.

· Take the necessary measures to abate nuisance and /or prevent the recurrence or any condition affecting environmental health, on the Public Health Ordinance, its regulations or its by-laws.

· Compile daily, weekly and monthly reports on all premises inspected in his/her district and report to the Council through its Medical Officer of Health the number of premises inspected monthly and the number of defects which were remedied with in the month

· Carry out surveillance of the physical environment, workplace, and community, home school, within the allotted districts to ascertain if there is any existence of any nuisance or any other contrary conditions according to the Public Health Ordinance, its regulations or its by-laws.

· Monitor and control water, air and noise pollution and collect water samples for analysis

· initiate and conduct environmental health impact or risk assessments

· Maintain records, prepare statistics, write reports and give evidence in court cases where health or environmental regulations have been violated

· Apply relevant legislation to ensure business and residential compliance

· Keep up to date on latest research on modern environmental health practices

· Educate members in the community on an individual or collective basis to changed attitudes for improved rehabilitative health conditions relating to the physical environment.

· Any other duties as may be specified by the Senior Environmental Health Officer from time to time.
